When we think about managing waste responsibly, recycling is often the first thing that comes to mind. But recycling is actually only one part of a much bigger picture.

The waste hierarchy sets out the preferred order for managing waste, prioritising actions that prevent waste from being created in the first place and keeping materials and resources in use for as long as possible.

The five key stages are:

Reduce → Reuse → Recycle → Recover → Dispose

The higher up the waste hierarchy we can manage materials, the better. For businesses, following these principles can help reduce waste, improve resource efficiency, support environmental objectives and, in many cases, reduce waste management costs.

In simple terms, the waste hierarchy is:

  1. Reduce – prevent or minimise waste in the first place.
  2. Reuse – use products or materials again wherever possible.
  3. Recycle – process waste materials into new materials or products.
  4. Recover – recover value, commonly energy, from waste that cannot practically be recycled.
  5. Dispose – use disposal as the final option for material that cannot be managed further up the hierarchy.

For businesses, the waste hierarchy shouldn't simply be something considered once waste reaches the bin. It can influence purchasing, procurement, stock management, product design and day-to-day working practices.

1. Reduce: prevent waste before it is created

The best waste is the waste that isn't created.

Reduction sits at the top of the waste hierarchy because preventing waste removes the need to collect, transport and process it later.

That doesn't necessarily require dramatic changes. Businesses can begin by looking at what they purchase and what regularly ends up being thrown away.

This could include ordering only the quantities required, reducing unnecessary packaging, moving away from disposable products, avoiding over-ordering, using digital documents where appropriate and working with suppliers to reduce packaging.

A useful question to ask before purchasing something is:

Do we actually need it – and is there a lower-waste alternative?

For businesses producing significant quantities of waste, reviewing purchasing alongside waste data can sometimes identify surprisingly simple opportunities for improvement.

2. Reuse: give items a longer life

If something already exists, the next question should be whether it really needs to become waste.

Reuse keeps products and materials in circulation for longer.

Items might be repaired, refilled, refurbished, repurposed, redistributed or donated rather than discarded.

Office furniture, IT equipment, storage containers, pallets, packaging and surplus stock are just some examples of materials that may have opportunities for reuse.

At home, something as simple as donating unwanted clothes, toys or household goods to a charity shop gives those items another life while reducing the demand for new products.

For businesses, reuse can also happen internally. Before purchasing something new, consider whether equipment or materials already available elsewhere within the organisation could meet the requirement.

The longer we can keep useful products in use, the longer we retain the resources and energy that went into making them.

3. Recycle: turn waste into valuable resources

When waste cannot be prevented or reused, the next stage is recycling.

Recycling allows materials to be collected, sorted and processed so that they can be used again, helping to conserve natural resources and reduce demand for virgin raw materials.

Common recyclable materials generated by businesses include:

  • paper and cardboard;
  • metals;
  • certain plastics;
  • glass;
  • wood; and
  • food waste, which can be separately collected and processed through appropriate treatment routes.

This means that material which has reached the end of its useful life can still provide value rather than simply being discarded.

However, recovery sits below recycling in the waste hierarchy for an important reason.

Where materials can genuinely be recycled, keeping those resources circulating within the economy is generally preferable to using them for energy generation.

The objective should therefore be to remove as much recyclable material as practicable before considering recovery for the remaining residual waste.

5. Dispose: the last resort

At the bottom of the waste hierarchy is disposal.

Where waste cannot be reduced, reused, recycled or recovered, it may ultimately require disposal through an appropriately authorised route.

The aim of effective waste management is therefore not simply to dispose of waste correctly, but to minimise how much material reaches this final stage.

For businesses, understanding what remains within their general waste is particularly useful.

A waste audit may reveal recyclable cardboard, plastics, food or other recoverable materials still being placed into residual waste containers.

Removing those materials and introducing separate collections can help move waste further up the hierarchy – and potentially reduce the volume and cost of general waste collections at the same time.

Disposal should be the last resort, not the default option.
